ASTANA. Feb 24 (Interfax-Kazakhstan) - Shareholders of Kashagan oil field operator North Caspian Operating Company (NCOC) - have initiated international arbitration proceedings regarding a fine for excess sulfur storage amounting to approximately $4.6 billion at the current exchange rate, Reuters reports, citing Shell representative.
